Many travellers heading to Cantabria fly into Bilbao because it has more routes. From Loiu to Santander it's about 100 kilometres along the A-8 motorway, which is toll-free on that stretch.

Around with no traffic. At rush hour, allow a bit longer for getting out of Bilbao and into Santander.
Taxi or bus?
There are buses between the airport and Santander with fixed timetables. If you're travelling alone and your flight fits, it's the cheapest option. A taxi makes sense if there are several of you, if you arrive at night or if you're heading to a coastal town the bus doesn't reach directly.
For the return, allow about three hours from Santander to your flight's departure time.
